You do not need a sound card.  If you're PC is not loading then you have other issues.

Check to make sure all your connections to drives are not loose.  Are you getting any message or beeping sounds when trying to load?

How old is your mobo?  Sound cards are almost useless depending on how old your motherboard is.  I don't use one because I know my onboard is better than 80% of the sound cards you can get, the only benefit from a sound card is if it has a built in dac unless your mobo has it too

With the side panel off and if not a solid state hard drive, can you feel or tell if it is powering up?

Pc turns on then just sits there... Thinking possibly bad drive, loose, or bad cable maybe.

Oh oh. Sounds a little like a mobo issue. Check your cables going to your board and make sure they're not loose.

The panel cables will be specific to your case.  If you look closely at the connector ends attached to the front panel of your case, they will identify which one is pwr, etc and is + or -.  Now look at your board and beside the bottom row of 3 SATA ports, you should see a set of pins, 8 to 10 of them, labelled 'Panel'.  The panel connectors will go here, just look for pwr +, pwr -, hdd, etc. whatever you have coming off of your front panel.  Just connect them to the correct pin.

Hope this helps.

Have you installed one of those little speakers on your mobo? If you do, they can give you useful beep codes to tell you what's wrong.

I mean one like this

Was useful for me to tell me my graphics card was DOA

you really only need to test the computer out with 2 cables the power cable and the reset cable do not worry about the rest. So nothing on the monitor at all like its turned off ? If so are you using a video card ? or MB video

I tried each on every port they would fit! Just to make sure. I think the mobo is a dud. I have heard it's happened before.

dean did you put it together ?

If you did , well take the motherboard out of the case and try it , no sound card, just the PS, and video card and one stick of ram , and see if you can enter the bios .

then add your hard drive and try it , continue to add each piece till you find the problem one ,

If it doesn't boot to the bios with minimal components, then it's either the MB or PS.

And on another note , I agree that the on board sound is better or equal to most sound cards ,
