did you try the tv on a diff video source aka cable box ?

you have to start the elimination process somewhere

also is the integrated graphics disabled in the bios ?

i found this info on newegg

GIGABYTE GA-78LMT-USB3 (rev. 6.0) AM3+ AMD 760G + SB710 USB 3.0 HDMI Micro ATX AMD Motherboard
Integrated ATI Radeon HD 3000 Graphics

maybe just to test . you can disable the gtx and try the integrated  ATI video ????

I have a TV for my monitor also. I do not have to do anything except resize to fit my screen! You also may have to reset in the TV settings to allow for the new card. All these electronics are very touchy about that kind of thing much like goofloop is about being goofy! :P

Probably most modern TV's do have RGB settings instead of the usual television or bluray settings.

check your TV's firmware is up to date

blurry  means wrong driver or cable has interference and  card is just no good

try a clean install of video drivers

All decent TVs should have overscan adjustment menus. Also be sure the card is at native TV resolution. Which I assume is likely 1080p for signals coming from a computer.
