So in a way there is somewhere worldwide where the sun is shining, an hour is fifteen degrees of longitude. With an average day of say eight hours that is one third of the world minimum lit at any one time, as far as I can see there is a colony or dependency or commonwealth country that fits in everywhere, seasons permitting.
