Most of the time we'd airbnb or vrbo a cabin on the water (pet friendly of course), lots of fun actually, especially if you have a boat! And / or kayaks, canoes. See if the situation in orange county is mostly temporary. Or if nobody will do even small things to help deal with it. Doing nothing, out of some kind or personal or political expediency, is not a good sign for potential visitors. But if it becomes necessary to cancel I might rethink places like Hawaii.
