It is normal that your pings are the same, ping is the distance from the PC to the server, the closer you live to the server, the ping is smaller. Forexample, I have but one inetnet connection 100MB/sec a ping of 140-150 Luxembourg, in the U.S. I play in a server from Germany or Belgium, my ping is to 40. With you it's the wifi card in the computer where that is a problem.

I see the suggestions from Damage, Techboy and Hunter make sense. But you can check to see what bad softwares got installed in the system and un-install them. click window-computer-uninstall or change a program. sort it by installed on and look for suspicous names. if you built the rig you know exactly what supposed to be in the system and what shouldn't be. If you bought the pc there would be a lot of unnecessary there.

We are both hardwired, his is at the router while mine is about 60 feet away.  My ping is normally about 10 less than his.

He did try it, had problems, said something about administrator rights, not quite sure what.

 

He has not reinstalled windows.

 

Update - He has run a malware program several times during the last few days and removed some from his machine.  He just did it again and removed an additional 127....

GG Did you fix it. If not. Can you run administrative tools --> Computer Management --> Services & Applications --> services can you sort by Status and post that

Retry this way:

 

Click Start -> type cmd  and wait until the search is fnished

Right click on "cmd.exe" and select "Run As Administrator" 

 

Now retry the netsh command and run a new test.

 

 

netsh interface tcp set global autotuning=disabled

 

press return and test again. If things getting worse you can reset this with: netsh interface tcp set global autotuning=normal

 

btw.

127 malicious items.. sounds bad. really :-/

I would next try a system restore to a date before this issue surfaced.

 

NEVER do a System Restore.  All kinds of shit goes bad when you do that!  Unless it's a VERY recent restore-to date.

Are there 2 Ethernet ports on his motherboard?  If so try the other port.  This sounds like it could be an issue with the port, otherwise known as a babbling board.  Does his port activity LED on the router light up a lot more than yours when both are just sitting there doing not much of anything?  Another sign of a babbling board.

 

If you go to the Networking tab on both computers when they are just sitting there, is there activity on Angus' and not on yours?

 

Ah - wait...  another though:

 

Try a different cable.  Even if you just swap your two cables.  Could be a bad cable.

 

You also said you removed a lot of malware.  That doesn't sound good.  Other things could be compromised, or you could have a rootkit which is not detectable without booting to a CD with a Virus scanner on it.  Eset has  a good iso for a CD you can download and burn. Do that download and burn on your PC, Gatorgirl, since yours seems uninfected.
