It's a GPU issue, I had the same problem with a previous card. I did RMA it, though there were other issues as well. Edit: When it gives you artifacts like that, generally restarting your PC is the only thing that can fix it. I am assuming you tried re-installing the latest drivers. I'll reserat it after work today, if that doesn't work can any of you knowledgable folk recoomend a mid range card I could replace it with? I'm pretty noob at this. I know how to get into device manager and bios etc if that's where I'll find details, or if the only way is to pull the PSU and check the output I should be fine with that.
