my computer will not shut off completely it goes to the shutting down screen and just sit's there my computer geek / son  says to reformat any idea's ?Any help would be great thanks

As b-man says - turn off the power - wait a few minutes and turn on - see what happens - don't rush to reformat - you'll lose a lot of data.

yes unplug it,,when you turn it back on look at what is loaded,,run every anti whatever program you have,,you may have a bug

Make sure your anti programs are up to date then run them off line...

boot in safe  mode   then run AV 

other can be a bad hardware driver causing hang up

How long has this been going on?  If it just started and it's an older slower system is it just doing a Windows update?

@GHO5T Yea don't reformat your computer with it not shutting down correctly is not that big of a deal it could just be a system file thats corrupt or something else easy, make sure you open a command prompt in admin mode and type in sfc /scannow

If SFC finds errors and says it cannot repair them run this command in the prompt in admin mode, dism.exe /Online /Cleanup-Image /Scanhealth && dism.exe /Online /Cleanup-Image /Restorehealth

After that then run sfc /scannow again

Lastly, just check for Windows Updates
