It doesn't mean that the places themselves are at all "dangerous" but the behaviour of the people drinking in them could be (to themselves only perhaps). It looks like we are all being pressured into complying with the government's "limit" with so much appearing on our screens and in the papers on the topic. I am not much of a drinker and I seldomly go to bars, but I could give you a list of at least 5 bars in Brazil where the word "dangerous" means exactly that: dangerous. I stay away from any that have "security staff" (bouncers) on the door, personally. I haven't been to a true pub since my son's stag do in August. A combination of the smoking ban and punitive beer taxes is killing the old English boozer. You're more likely to find "gastro-pubs" or continental style "bistros" doing well these days.
