It can be frustrating, but I know in COD4 they will get moved to Spec after a certain time. I do not remember if in the Configs there is an option to kick specs are a certain, this would be nice instead of bugging an Admin to make room when there are Specs. And yes I know there are good reasons to Spec. But some times there are members and public in Spec for hours. As for the New Admins... Frankly i don't see a problem here. if you go afk for more then a few minutes you should move to spec, then you can jump back in with your score. i say either play the game or move out of the way. and if the server is full dont sit in spec and not show up to play as you will be keeping those who want to play from doing so. when i see this happen and some time has passed with no response from said player i kick them, so when they done with what ever non game thing there are doing they can log back on.
